Abdicate - Fail to fulfill or undertake (a responsibility or duty)
Managers sometimes abdicate their system-related responsibilities by confusing systems with IT, acting as though systems are someone else's work, and granting IT professional excessive power ti decide and define how systems will operate in business organizations.
